One enquiry. One owner. Proof before you pay.
A buyer can arrive from five places and still be one person. The first source never changes.

The enquiry is normalised to a +91 number and matched to the project.

The same phone on the same project adds a touch. It does not create a second enquiry.

A consent event is written. Staff can record STOP. Nobody can delete it.

If the project is not verified, the enquiry is held and nothing is sent.

When the assistants arrive, they must call isProjectActive() before they reply, book or call.
